CPU uncontrollably overheating?

I have an AMD FX - 8350 processor and an ASROCK 970 extreme4 motherboard. When i boot up my computer and I enter the BIOS my CPU temp. uncontrollably heats up. When I first noticed the problem my cpu temp. was at 53 C! It wasn't even doing anything, it was idle. I haven't put windows on it because i'm scared it will overheat and damage my hardware. What should i do to fix this problem? Why is it overheating? This is my first computer build. And yes my heatsink fan is spinning along with all my other case fans.

When in the BIOS, the CPU is actually put under a load, it can only idle when the OS is fully loaded.

Put windows on that beast and record the temps there,
