CPU Under Performing

Hi so I came across with this trouble today, I figured out that my cpu has been running on 2.4 Ghz, that means the cores runs at 2400 mhz, with this in mind I own a i5-6600k that has a base clock of 3.5 ghz, I tried everything from restarting my cmos, updating bios, turning off and on turbo boost for intel, and the intel adaptive thermal whatever, and nothing has seems to work, the cpu did not get past 2.4 ghz but rather stays beneath it. here are the results of my benchmark:

Check Advanced power options and Max CPU.

you were right xD the max was at 70% while minimum is at 5

but what should i set for minimum and maximum?

Doezn't really matter much as long as it's not 0. It will scale up as needed.
