CPU underclocking itself

Cpu: Ryzen 5 2400G
Motherboard: Asrock AB350 Pro4

I recently built a computer with a Ryzen 5 that has integrated Vega 11 Graphics which at first was having problems with choppy frames or just lower frames than expected but when I finally decided to try to fix this issue I went into Ryzen Master and saw that my APU GFX Clock was running at 201MHz (which I assume is the Clock of the Vega 11 Graphics) so I then increased the clock to 1250MHz instead. After that my computer shut down on me and once I booted it back up I clocked it back to 1250MHz and kept shutting down until I set it down to 1100MHz then when I open up Ryzen Master again the APU GFX speeds look fine but when I looked at my CPU speed it read 1.6GHz with .84375volts and a temp of 32C. Please help the problem with my CPU underclocking has been going on for about a whole month

SSD: Intel 256GB 545 M.2 SATA
Memory: 16GB DDR4-3200
Hard drive: 3TB WD
OS: Windows 10 64-bit
(Please tell me if I left anything out)

Whenever I’m launching a game or just playing in general and I look at task manager the clock speed is capped at 1.6GHz.

Can’t tell you the temps right now but I know they are < 50C and almost all times, will post temps once I get the chance.
 

Download and run Cinebench and leave Task Manager open. does the frequency speeds to 3.6GHz? If it does then it is working fine.
What PSU do you have?
Whats your motherboard BIOS version?

Fixed the final issue by just turning off Cool 'n Quiet. I do have a few questions and concerns about my CPU, now that everything is fixed and I look into Task manager I see that the clock speed is going above the base at around 3.9GHz max and my temperatures are rising to the 80s when I stress on Cinebench, should this be a concern and how do I make my fans adapt to this change or what is the best way to resolve this? The question that I have is just what do you think was the issue with my previous BIOS settings? Thank you.
 


Download and run Prime95.
Click the "Just stress testing'
Click the "Options" menu, select "Torture Test" then "Blend"

Make sure to keep track of your temps (Core temp) and if it goes above 90° C stop the test. Then you might need to work on better air flow on your case.
