Question CPU underperforming + turbo boost disabled 1 of my cores

Specs are:

Intel Core i7-2600
Palit Storm Nvidia GTX 1050-TI
Seagate Barracuda HDD 7200.14 500GB
16GB ddr3 ram

I'm by no means an expert with computers, nor even remotely savvy in any way so please forgive any ignorance.

So I've done some benchmarks after recently replacing my 750ti and I've found that my CPU is massively underperforming. I noticed when doing the user bench mark (Which people have said is bad I know but its whatever) that there's only 3 cores enabled and 6 threads, which userbenchmark recognised. I disabled intels turbo technology in the BIOS and tried again. This time user benchmark recognised 4 cores and 8 threads but ofcourse, the cpu was still performing way below expectations. For whatever reason, having turbo technology enabled disables 1 of my cores, yet disabling just makes my pc worse overall. I don't know what to do or how to fix this. I unscrewed my CPU when installed my GPU, maybe I didn't put it in properly? No idea. Is there a way to enable all cores manually?
