CPU Unusally Hot

Wow, Just wrote a huge thread and it said I had to register and deleted it all.

Anyways I'll tldr it;

Put everything together, Started installing drivers, noticed it was slow, Dl'ed speccy, CPU was @ 100 degrees C
Got rid of stock cooler and replaced it with a H100i
Temps went down to 80c and then started rising
Reapplied thermal paste
Temps went down to 50c (It used to be ~30-35c)
Noticed that one of my fans wasn't going, Forgot to plug that side of the H100i in (Was the pull fan)
Temps started to rocket up to 60-75 and now is going anywhere from 39-75C

Out of ideas.

Does anyone else have any? (It's a brand new CPU and Mobo, i5 3570k (non oced) Asrock Z77 Extreme 3)

It is summer here in AUS so I'm assuming that has something to do with it)
 
I underclocked the CPU to 3.0GHZ and set the fans to try and keep it at 45c (The lowest setting) and that seems to be helping. I'll monitor it a bit more because I shouldn't have to underclock because of the temp

Goign to run CPU-Z and HWmontior and run a game of LoL on max graphics settings
