CPU Upgrade better?

I'm looking to either upgrade my CPU or graphics card to be able to play elder scrolls online in higher graphics. What would benefit better?

Specs:
Intel Core 2 Duo 3.0 GHz
4GB RAM
Nvidia Geforce 630 GT

An Intel Core 2 Duo these days are considered outdated, so perhaps your CPU firstly. Please reply with your motherboard's chipset and I will search for an appropriate upgrade to your CPU, if possible.

They are outdated, but the gt 630 is quite useless.
Tbh it depends on the game.
Processor intensive games will benefit more from a cpu,
graphically intensive games from the gpu.

I'd Just Upgrade the CPU and GPU, and, PSU if needed, 4gb ram is minimum these days. For elder scrolls online, you probably need to upgrade just about everything... You could go with a better CPU/GPU, but, you'd probably be bottlenecked.

Gpu always and i mean always get the best gpu you can at the time.
