Should I go for the Ryzen 9 3900x or wait for the 4900x? This is the computer I am going to buy soon: https://ca.pcpartpicker.com/user/_Potato_/saved/nhDNP6

Tell me if I should look into changing anything. I already have the GPU and PSU under control so they aren't listed.

Current PC: (I think this is everything)
FX-4300
GA-78LMT-USB3 (rev. 6.0)
12gb DDR3 1600mhz (Can't remember what ram)
Gtx 960 2gb
Some random 350 watt PSU
1tb western digital blue

Solution
I would not spend so much on a 3900x CPU and still be using a 350w PSU and a GTX960.

Just so you know, Barracuda Compute HDDs are SMR, which makes them extremely slow at writes around existing data. Fine for long-term data archival, horrible for frequently updated stuff. You probably don't want to use those for launching games from. I have a 4TB one which I use for off-line backups, write speeds in never-used-before space can reach 100+MB/s but often dips to 7-10MB/s when overwriting files since SMR needs to refresh (re-write) nearby sectors whenever data gets erased.

Which HDD should I go for? I still wanna stay around that price range. I will be using it a lot for gaming.

If you are on a somewhat fixed budget and want to use the pc for gaming why not save money with a 3700x and use it on proper cooling and a 1 TB NVME?
I am on a budget yes and no. I am borrowing the money. But still want to get a good computer. I don't want to replace parts in a year or so. I have had this computer I am currently using since 2015. I'm looking to get a few years out of the new computer. I only want to boot from the SSD and add maybe 1 or 2 games and the rest will be on the HDD.

You could sell your old build and get a completely new build for that money, which would merit higher performance.

Maybe reuse your old 1tb hdd if you need.

WD Black would be my first pick, though they can be a bit pricey. For the SSD, there isn't much performance difference in things like loading times between SATA3 and NVMe, so I'd just pay a few extra bucks to get a 500GB Samsung 860 EVO instead of a 240GB WD Green NVMe.
