Currently running an Fx 8320 at 4.4ghz@1.43v and looking to upgrade as I seem to be bottlenecking my Rx 480. Would I benefit significantly from water over my hyper 212 evo? What would be a good next cpu if i chose to upgrade. Thanks :)

Upgrading to a Core i5 would be fine. There is no need to upgrade to a Core i7 unless you plan on recording gameplay since Hyper Threading will be used in that circumstance. When playing games there is very minimal performance difference between a Core i5 and Core i7 CPU unless you are really desperate to get that possible extra (depends on the games) 1 to 3 FPS.

If you want to stick with AMD, then just simply wait for AMD's Rysen CPUs (Zen architecture) to be released. AMD officially announced there Rysen series CPUs at their "New Horizon" event a few days ago. It is a soft launch meaning the CPUs are not available for purchase right now, but will be soon.
As others suggest, wait for either zen or kaby lake. Or consider something available like skylake. That will mean new cpu, mobo, ram and a windows reinstall but so will the others. There's no real improvement to be made with what you have, the fx series are just higher clocked versions of each other. 8320, 8350, 8370 etc etc are clocked higher. Investing in a water cooler for another 100-200mhz isn't at all worth it. Due to the lower ipc of the amd cpu's, 100 or 200mhz increase would be even less than a 100-200mhz increase on an intel cpu and that wouldn't justify water cooling.

i use core i5 6400 at 4.72ghz at 1.325v with hyper 212 evo. it never exceeded 75c max and 60c avarage. Then, i started to use h100i v2 cooler. at max pumping level and lowest fan speed (cuz it is very loud after 1000rpm) i get around same max temps but 5 degrees cooler avarage temps. So, it would not make and huge difference. if you have the budget you can go for it. if you dont, invest for some other components.
