I have Dell Optiflex SFF i5-3470 3.2 ghz ivy bridge LGA1155 Socket 77W and mother board Dell 0WR7PY rev 09, Q77 Intel chipset and has Heat Sink 0637NC. I am going to upgrade CPU I7-3770, do I need to upgrade the cooler fan too?

You may not have to upgrade the cooler. The system will run hotter, but probably not by more than 10c with the stock cooler. Whether you stick with the stock cooler or buy a new low-profile cooler, just buy some cheap, but very good Arctic MX-4, Noctua NT-H1 or Arctic Silver 5 and call it a day.

Just updated my old Optiflex SFF i5-3470 3.2 ghz ivy bridge LGA1155 Socket 77W and mother board Dell 0WR7PY rev 09, Q77 Intel chipset and has HSF 0637NC to CPU I7-3770 with my old stock HSF, I see the following reading:
TJ Max : 105C
Core0 - Core3 all shoot up to 53C. Am I cooking my CPU?

53c is mostly fine at idle for the stock cooler. If it goes over 75c under load like a game then you should look into buying a low-profile cooler like this Noctua NH-L12S if that fits your case.
