if my ram is ddr4 and I want to upgrade my cpu do I have to get a ddr4 cpu? Does ddr3 cpu work with ddr4 ram?

Some do, but it also depends on the motherboard. Basically you need a newer generation CPU for DDR4.

Intel writes https://ark.intel.com/products/88185/Intel-Core-i5-6400-Processor-6M-Cache-up-to-3_30-GHz that your CPU supports DDR4 and low voltage special DDR3L
Your motherboard supports those as well. So you can use DDR3L 1333Hz or 1600Hz RAM or DDR4 from 1866 to 2133Hz

If you want to upgrade your CPU and keep your motherboard with the DDR4 RAM, the best you can upgrade to is the i7-7700K or its non K variant!

If you update your BIOS to version P7.00, you can use any of the Kaby Lake CPUs, including the i7-7700 (33% faster per core, has HyperThreading), which is about as good as you'll get on that motherboard...& since that would be a really nice CPU, you won't get too much better performance even if you went to a Coffee Lake motherboard & CPU.
