if my ram is ddr4 and I want to upgrade my cpu do I have to get a ddr4 cpu? Does ddr3 cpu work with ddr4 ram?

Intel writes https://ark.intel.com/products/88185/Intel-Core-i5-6400-Processor-6M-Cache-up-to-3_30-GHz that your CPU supports DDR4 and low voltage special DDR3L
Your motherboard supports those as well. So you can use DDR3L 1333Hz or 1600Hz RAM or DDR4 from 1866 to 2133Hz

If you want to upgrade your CPU and keep your motherboard with the DDR4 RAM, the best you can upgrade to is the i7-7700K or its non K variant!
