CPU Upgrade Socket 478 Gigabyte

Hi folks, this is my first post, I will get to the meat of it. I have a rather dated but viable Gigabyte 8ipe 1000 g Mobo socket 478, 4 gig Ram possible. Supports 800MHz FSB Pentium 4 Processor with Hyperthread, Supports Dual Channel DDR400
Your mission, should you choose to accept it Figure out the fastest possible CPU to get it ready to do Video Editing. Naturally I would like to use Win 7 or maybe WinXP and I know that Microsoft is discontinuing support and bug fixes for XP as of April 2014 but it won't be doing any "surfing" But I might want to upload to YouTube.
As all will know it requires lots of number crunching to convert formats and then to do almost every aspect of the editing task especially the process of rendering. I would like to put in the fastest CPU possible mated with the max Ram. Could anyone please offer an opinion on what the best option for this task and also the compatability of Win7 with a socket 478 MoBo.
One thing I have promised myself is that it will have but one job.

Good lucking finding a Socket 478 CPU to begin with, much less the fastest of the time. TBH, a chip that old (this socket was discontinued in ~2004) would probably be outperformed by a modern smartphone.

Building yourself even a low budget machine would net you better performance.

I see, I am a little out of the loop. As I have been spending all my time doing RC modelling and small electronic builds. Keeps me out of trouble. This doesn't surprise me at all. Perhaps you could make a suggestion, some place to begin. I mean Ebay is full of used motherboards. I suppose I will try to get a handle on what is hot but not so new as to be expensive. I am on a tight budget.

That is a wonderful resource. Thanks mate! There are plenty of options. Though the preceding answer made a lot of sense. I just hate to consign it to the trash or E waste stream, of which I know no means of connecting with. Maybe it'll go to a classroom as project fodder. MAny thanks for the quick response. Yes I have, unfortunately, a Dell SFF Optiplex GX270 2.4GHz CPU with 3Gigs of Ram that used to work great until I reset the original factory drivers during a, how should I say, a misunderstanding with the BIOS, and no the capacitors on the MB are in fine shape. I also have found a company on the net called Badcaps.com that have full replacement packages of high quality caps to replace existing. I might even do it. Just for the soldering practice!! Anyway I accidentally installed factory drivers over the existing and then to my major disspointment, it couldn't find its own HDD :) I will get it up and running as soon as I get another new HDD and also a 3.5" docking bay so that I can rummage thru my collection of HDD and find all my files I have just got an update re pending purchase,..this weekend I am picking up an Dell Optiplex 740 with a Dual Core 2.5 GHz CPU and 4G RAM /500G HDD for $50. We will remove Win 8 and replace it with 7 because all the drivers that I am using with my RC Firmware and GUI's and means of programming the peripherals are all written for Win 7. There is no allowance for Win 8 and I am so used to WinXP it isn't funny. Time for a change. I got it under control. But honestly one must wade into a great morass of used equipment out there and I would just as soon as not deal with any vendor greater than arms length. So I will tap the local supply, and in person. Very do-able. Just so happens this gentleman is in to the Video Editing realms as well and understands what my requirements are. Thank-you very much for your response sir. Very selfless of you to do this. I do the same thing in a similar Forum regarding RC equipment. I find it to be very rewarding. All the Best C
