I know the system is old (more ancient), but I want to do the upgrade. Faster upgrades are 115w TDP. The original processor is 84W TDP and I think arctic silver thermal paste will make up some of the difference and lapping the CPU cooler (not the CPU) will make up some more of the difference.
Any information and suggestions would be appreciated.

It is motherboard / chipset limitation.

Northwood 2.4 GHz, 2.6 GHz and 2.8 GHz variants were released on May 21, 2003. A 3.2 GHz variant was launched on June 23, 2003 and the final 3.4 GHz version arrived on February 2, 2004.

Northwood can go up to 3.4 GHz
Prescott can go up to 3.80 GHz

The limitation here is the motherboard as it only support Northwood CPU up to 3.2 GHz.
This is a limitation made by the motherboard manufacturer.
