My current CPU/system is an i5-6402p, RTX 2060, 16gb ddr4, Asus H170-PRO.
What is the cheapest CPU I can buy that won't bottleneck my GPU?
I run at 1080p 144hz and I don't care if I buy a new motherboard or keep my current one.

Cheap CPU and buy a new motherboard doesn't make sense, you have a certain budget in mind thats what you should go with.

With an H170 I'd update the BIOS to the latest and get an i7-7700 CPU and be done with it.

If you have a bigger budget get yourself a newer board and an i5-9600.

A Ryzen 7 2700 or 2700x is also a solid choice and the motherboards tend to be cheaper, even with the higher end boards. You also might be better off waiting for the Ryzen 3000 series that is set to debut at computex in May.

Cheapest overall route with best results is R5 2600 and B450 mobo. If your aim is to take as much advantage of 144Hz monitor and fast paced shooters, you'll need Intel 9600k and some OC on a Z390 mobo, but that's gonna hurt the wallet for only @ 5-10% more fps. Cheapest solution is a used i7-7700/k.
So you have options, question is what direction, what expectations, and just how much are you willing to spend to get there.
