Should I get a 2600 with B450M pro 4 for 230usd or 3600 with B450M mortar max for 320usd? Im also getting a EVGA GD 550W psu for 70usd.
Current specs: i5 6500 and gtx 1070 at 1080p 144hz

IMO I'll probably upgrade to newer gen of intel since there are many CPU that is compatible with an LGA1151 Socket.

What's your current motherboard?
 
I would say it depends, If thats all the budget you have, I will ask what kind of RAM and amount do you have right now ?

If you have sorta low speed RAM, let say anything around 1866~2133MHz and only 8 GB, I will choose the Ryzen 5 2600, and get better and more RAM.

You don't need anything super fancy, a DDR4 2667MHz CL15 Kit - 8GB x 2 (https://www.newegg.com/g-skill-16gb...4+2667-_-20-231-892-_-3&Description=ddr4+2667) will be good, of course if you can go to something like a DDR4 3200MHz CL16 8GBx2 kit (https://www.newegg.com/g-skill-16gb-288-pin-ddr4-sdram/p/N82E16820232767?Description=ddr4 3200 gskill flarex&cm_re=ddr4_3200_gskill_flarex--20-232-767--Product) will do the trick even better.

Be carefull not go over it cause you wont see a huge diference in performance going above 3200MHz - CL16, thatsthe best budget option on my humble opinion.

Ryzen reacts very well to higher speed RAM.

IMPORTANT: Always make sure the RAM you wana buy is on your motherboard compatibility list (Thats why choosing some kit designed for AMD is always safer).

Later on you can get a Ryzen 5 3600 when prices come down a bit, and they will, soon as Intel gives AMD some competition on the (today) lame core i5 segment.

This is my humble opinion, the choice is yours.

Only the 6th and 7th gen Intel CPUs are compatible with his board. The 8th and 9th gen boards are 1151v2. But I agree, a used 6700/7700 would be the best and cheapest alternative.

Unfortunately the cost of a single 6700/7700 here in singapore is about the same as getting a ryzen + mobo, so i prefer getting the ryzen instead
