If you go the i7 route it will net you a more even performance, since you have the extra threads to keep things flowing a bit more smoothly. But since you can't overclock (I just noticed its in an HP SFF PC), you wont notice a huge difference in FPS. Honestly for any meaningful performance uplift you are looking at a new platform, especially if you're using alot of mods with those two programs.

It will max out what you can do with what you got, but as mentioned, you might not notice any absolute improvements versus improvements from the hyperthreading.
You're welcome. When it comes to older hardware (I've got a ton of it), max it out as much as you can and it can be decent. And things like a gpu, and ssd can move to the next build so don't skimp on those.
