i got a Motherboard Socket 775 GA-G31M-S2L

it has a Intel(R) Pentium(R) Dual CPU E2200 @ 2.20GHz cpu i will like to know is it worth upgrading it

and what is the best cpu i can upgrade to

But it's probably out of your budget, and anyway, if you were to get that, you might as well just build a new PC with that money because it's not worth.

I would go with the second one- the i5 rig- the i7 is stronger but the integrated graphics won't be any good for gaming. The i5 +R7 250 would be good for entry level gaming, although I think you can get a better gaming build for the same amount of money.

you thing i should go for the $699 computer save up around $200 and get a graphics card for it

If you are not planning on investing your money on a better build and instead you want a pre-built PC, you can go with i5+R7 250 you posted in your earlier post http://www.itestate.com.au/pages/product/pdt_product_detail.faces?BeanName=productDetailAction&pcode=03995. FIFA and Counterstrike are not graphically demanding to start with so I think you will be fine. But that will be a waste of good money I am telling you if that PC is mainly for gaming, You should be able to get a good gaming build with that money that will lasts for a longer time especially if you do not play demanding games.
