CPU Usage 100% Randomly

This problem started almost a month ago, after I underclocked my CPU(Because of freezing problems).

For some reason, the computer temperature goes up to 77 suddenly. I already have overheating issues but this problem makes it worse.
At first it seemed weird that my computer temp goes up to 77, so I kept using the computer normally while using HWMonitor. This application tells me the cores usage, and the moment my computer temp jumped to 70s, I found out that ALL cores had jumped to a 100% usage.

I'm sure a lot of you will ask me to run an antivirus scan or MalwareBytes scan, but I already tried that and it didn't fix anything.

What do you guys recommend me to try?

I could say you could have malware or viruses, but more likely it could be a program bloating your system and asking for resources. Are you able to find any program doing this in task manager, in processes. Make sure you toggle on, view from all system users.
Find the program and report back here.

Another thing is your CPU freezing and your temps. Under 80's is fine if you're using AMD's stock cooler. However with your cooler I would expect much lower. If you're using the single 120mm version, for that CPU I would recommend atleast dual 120mm.

Hey, I just saw your reply.
So, i think the application that was doing it was Advanced Systemcare by IObit.
When i uninstalled that program, it didn't happen again.
So thanks for helping me ^^
