Cpu usage 100%

Hello guys, sorry if this thread has been made thousand of times. But my newly built cpu is constantly at a 100% CPU usage. I tried multiple methods to reduce the numbers. But it still shows my CPU usage at 100% when I open my task manager.

My cpu specs are :
MSI B350 gaming plus (mobo)
Msi Radeon rx 570 8gb
Amd ryzen 7 1700x
Corsair vengeance lpx 8gb
Adata / seagate (ssd/hdd)


Please help!

The question at this point is what is Task Manager reporting as taking up all that CPU usage?

I am outside now, if my memory serves me right. When I turn on task manager, it is the first one and followed by systems. There are some others thats high up there as well.
