CPU usage @ 30% and constant cursor flickering seen on HP laptop

This is a HP laptop with a 5th gen Core i5 laptop owned by a relative.

I loaded Windows 8.1 on it and the CPU usage is constant at 30% (with only Windows running) and the cursor flickers constantly

I've checked the laptop for viruses using Kasperky's tool and its virus free.

I've also tried with 2 new laptop keyboards last week but the problem persists.

It's driving me crazy for over a week now.

Can anyone guide me as to what else could be the source of the problem in this laptop?

I had similar issue few years ago with my Dell E6420. It pinned my CPU to 50% load all the time and would sometimes go even higher. Out of all solutions I could find, only thing that worked for me in the end is to reinstall Windows. As for the cursor flickering, it could be a driver issue.

This is a new Windows 8.1 installation.

And so was mine, but I still did it after messing around with everything I could to fix this problem. Did you update Window after installing it? You should start with that.

After a new windows installation, there will be low priority cpu activity.
Windows may be indexing your files for faster subsequent access.
I would not worry about it.
It should eventually subside.
