Question Cpu usage 99% , system interrupts 99 !

Ok guys so i bought a new m.2 ssd 256 gb , bought a new thermale paste , apply it to the cpu ( i put a little bit.more of thermal paste , lets say alot) apply it and everything works fine , install a windows 10 home on my ssd , everything works fine , installed origin and download apex legends , play apex for a.few.minutes , i than turn quit the game and.tried to open.the game.again , when i open the game , apex legends.logo appears than stuck , pc slow down , cpu usage 100%, system interrupts 99% , and pc.slow down alot , so i restart my pc( note : everytime when i restart my pc not shut.down , blue screen comes up say ,your pc ran into a problem , we will restart it for you so restart and works fine.for 10.mins after 10 mins.same issue high cpu usage !, what.is the cause guys ? Do.i have to update the windows 10 or something? Becuase i.didnt buy the key.for windows activating , i.dont.know if.this.is.the issue , or should i try to clock something reset something.on bios or... so.please guys if u.can.help me with this , i would be glad

Spec i7 6700k
Psu Corsair cx600m
Ram 16 gb 1 stick
Gtx 970
Motherboard z170 pro gaming
Cpu fan cooler master

Apex legends fps is 40 to 60 even if its on very low settings , ans fps drops, temp of gpu is 32 , cpu.is 50
 
Disconnect all drives except the one (presumably the SSD) you wish to fresh install WIn10 to..

Connect your WIn10 USB installer.. (use the most recent WIn10 , downloaded/created from Microsoft's Media Creation Tool, as it serves no purpose lading a version from 2 years ago, then updating it 3-4 times...)

Delete partitions until only unallocated space shows, reinstall...

Install chipset drivers for your mainboard from manufacturer

Install GeForce Experence driver package....

Allow Windows to download all updates (this might require checking updates, applying updates, etc., multiple times...

Now try games from approved sources, no mystery patches from who knows where, etc...

BTW< running one RAM stick cuts your memory bandwidth in half, reducing performance; a kit containing two tested/paired sticks from a 16 GB kit (2 x 8 GB) doubles your bandwidth...

Btw even if the ram 1 stick , doesnt mean it cant run games at all , mine is running at 40 50 fps drops all the times , on very low apex.legends running at 60 fps drops at 30 or 40

I tries everything updated everything but still fps drops alot in.everygame , i tested a gpu app which callesd furmark to.see if there is an.issue with gpu , so.tested 1920 1080 , with 70 fps min 69 avrg 65 max 70, well what is.the.mean.? Running.at 70.fps.on.furmark but.in game from 60 to 30 or sometime 50 to.30.with.pubg , its just frame drop not stutters all the.time
