CPU usage 99% when trying to play any game

Hello,

As the title says, 2 days ago (before that everything was running perfectly fine) my CPU usage started going to 99% when I try to play any game, even really non demanding games like League of Legends on very low and windowed.

It started 2 days ago, I was playing a game of Rainbow Six Siege when suddenly a bright green streak appeared on my screen for like 2 seconds and the screen went black. I got worried, turned off my pc, waited for a couple of minutes and turned it back on. Everything seemed normal, but when I got into a match of League of Legends the 99% cpu usage thing started.

Here are my specs (if you need anything else please feel free to ask)

OS - Windows 8.1 64bit
CPU - Intel i7 - 4770K @ 3.50 GHz
RAM - 8,00 GB DDR3
Motherboard - GA-Z97X-Gaming 3 (rev. 1.0)
GPU - NVIDIA GeForce GTX 760

Here are the things I have tried so far:

1) update GPU drivers to the latest version
2) remove current GPU drivers via DDU in safe mode to install the latest version from scratch
3) go back to previous versions of GPU drivers that I know worked
4) update motherboard and audio drivers
5) remove my GTX 760 completely from the computer and use my CPU's integrated graphics card
6) check if BIOS is up to date
7) remove windows updates from the last 2 weeks

In the below link there are 3 screenshots, the first one is my task manager when I have no programs running, the second one is my task manager while in a match of League of Legends and the third one is my CPU temp while in a match of League of Legends.

If anyone has any ideas help would be greatly appreciated!

also forgot to mention, reinstalling windows is a last resort and I would like to avoid it if possible, but if nothing else can be done, please let me know that I must reinstall them.

I'm not sure what's wrong. Is your pc clean? Also, try a new thermal paste + make sure your CPU fan is working properly and clean your CPU with compressed air.

Check your temperatures with Speccy while you play . Check your HDD /SSD health with CrystalDiskInfo. Check your CPU with Intel® Processor Diagnostic Tool(search on Google). Run a scan with Zemana Anti-Malware and AdwCleaner. Check your RAM with Windows Memory Diagnostic Tool(https://technet.microsoft.com/en-us/library/ff700221.aspx).

in the imgur link above are screenshots of the CrystalDiskInfo results, Intel® Processor Diagnostic Tool results and 2 Speccy temperature screenshots.

1) Zemana Anti-Malware and Malwarebytes both didn't find anything with scans.

2) Windows Memory Diagnostic Tool didn't find any problems with the RAM.

3) Speccy temperature screenshots are in the imgur link above.

4) CrystalDiskInfo showed "Caution" as the Health Status (as seen in the screenshot) and when I hover over the Caution it says:
Caution [C5] Current Pending Sector Count: 8
Caution [C6] Uncorrectable Sector Count: 8

Does this mean that the HDD is causing the issues and it should be replaced or...?

5) Intel® Processor Diagnostic Tool result was a "Pass", but when it did the 3D spinning cube test the FPS shown was around 104 in windowed mode, but as soon as I full screened the test out of curiosity the FPS dropped to 10.

Don't know if that is anything relevant, but I found it weird, so I thought it was worth pointing out.
