[SOLVED] CPU Usage always 100%!

Hello everyone. I see this question asked alot so I tried all the solutions in the other posts but unfortunately nothing worked for me. CPU usage is always at 100% from startup and no matter what processus I terminate, another one just rises up and takes the candle of cpu usage.. in safe mode my cpu is normal so I tried removing all non-necessary services at startup, and nothing works. the CPU chart shows some crazy readings : http://prntscr.com/ma861d and my PC freezes when I try to view the resources monitor. Any help would be greatly appreciated I have a i5-2400@3.1ghz

I'd try going to 'privacy' settings, and, disabling all numerous monitoring/tracking/'phone home' sorts of (what MS considers to be helpful) 'features'/telemetry, etc...

If this started within the last week or two (perhaps coincident with a 2nd Tues of month update?), perhaps you got a botched Windows update, and can roll back if you have an earlier save point?

It doesn't really matter who's on top, it just keeps changing from one to another no matter how many times I kill off the service with the most CPU usage..
