Question CPU usage and temperature is high, but drops once I open Task Manager

About 10 seconds after startup, something runs on my PC that puts a lot of strain on my CPU. I'm suspecting a cryptojacker, but I can't find anything.

As soon as I open Task Manager, the highest usage task, labeled "System Interrupts" stays open for about 2 seconds, then closes. As soon as I close Task Manager, this all happens again.

I know it's not that tiny spike you see when opening Task Manager, as I watch my CPU temperature rise once Task Manager is closed.

Malwarebytes, Windows Defender, and Advanced SystemCare pick nothing up. Running a command in PowerShell doesn't even show me that a process was activated.

Anyone have a suggestion (other than reinstalling Windows) that I can try? I could always just leave Task Manager running, since it stays away when I do that, but why would I want to do that? xD

The high temps I can monitor directly on my CPU cooler.

As for monitoring apps, I tried using Process Monitor and Process Explorer, but the app closes immediately with those, too
