CPU Usage Anomaly?

Not sure how to describe this issue exactly but basically this is what is happening. My CPU useage is constantly giving about 20-25% to one program no matter what. Not sure if this is normal behavior but if I say for example go into Process Explorer or Task Manager to view my running processes, a program will be at like 24-25%, lets say Steam.exe for example. Then if I end process on Steam.exe to free up the CPU it then simply rolls to the next process of a seemingly random program, lets see Viber.exe as an example, and it now uses 20-25% constantly.

This happens no matter how many times I close the program that is using the 25%, it simply rolls onto another process and still uses similar processing power. I'm not real knowledgeable on this particular type of thing, so is this normal behavior? Any guidance on this would be appreciated.

If necessary I can provide some screen caps of how the process using the nearly identical percentage changes every time I kill the process

I also run Windows 7 64 bit

The most likely cause to this anomaly - in my opinion - is a malware. Please, consider run a test using your anti-virus software (full scan if possible) and download and run HijackThis* and send us the log file.
The other causes could be OS corrupted, driver corrupted or hardware malfunction (unlikely).

* HijackThis is program used to detect malwares that are loaded along with Windows. Put the program in the desktop area, restart the computer and run it (do not open or close others programs or it will compromise the diagnosis).

When did you first noticee that anomaly? Did it start after any change (a new program install, hardware upgrade, update OS or drivers...)?

Ok heres an update on what's been happening. I did a full virus scan of my system and it founded traces of a Virus/Malware called Sality. I looked up some information on this and found some tools on Avast forums about how to remove it using a tool called SalityKiller and steps to resolve it. I have been working on that since I woke up and also have the log from HijackThis to post .. not sure if this particular Malware/Virus can cause my problem but hopefully will find out soon.

Carefult to run the antivirus, I've read some of them may remove important applications of the system that are infected. Use Microsoft Security Essentials. Uninstall all antivirus and download MSE, update and let it run.
Your HijackThis log looks clear.

Edit:
Send me news after successfully remove the virues.
