[SOLVED] CPU Usage at 100% after new GPU install.

Hi, I upgraded my Graphics Card from a EVGA GeForce 660 Ti to an MSI GeForce 2070. Since the install my CPU usage spikes to 100% whenever I attempt to use basically any program. I'm trying to identify potential causes to this problem. I did a few things during the install that may be a cause and will detail them below. I am no expert by any means, thus the problem, and am hoping it was something I did stupidly and can be fixed easily, but who know.

The remaining specs are:
Intel i5 3570k quad core @ 3.4 ghz
16 GB Corsair Vengeance
ASRock z77 Extreme4 mobo.
1TB Seagate HDD (Also put in a 500GB SSD at same time as GPU Install, although haven't done anything with it yet)
Corsair 650w Power Supply

I removed the old drivers after the install because I forgot to do so beforehand - That didn't fix it.
I ran a BIOS and noticed my cpu temp was at 99C - which I am assuming is the issue. I absentmindedly took the heat sink off the processor to clean the dust off, and put it back on without reapply thermal paste (a quick google search said I'd be fine - starting to think thats not the case). As a result I'm going to reapply thermal paste as my first troubleshoot.

Is there anything else I should look at as possible causes? Compatibility concerns? I'm planning on upgrading the processor mobo and ram in the soon future, but would like to get this to run well until then. Thanks in advance

Id say the paste seal broke and thermal transfer is insufficient now causing cpu to throttle? Check cpu temps and speed with hwinfo or coretemp. Could be throttling to 800MHz or something and there's your high cpu usage.
If there are now temp issues (sink/fan assembly not properly locked back down, solidified paste?), HWMonitor will clearly show it....

Often, swapping to a new GPU can lead to botched/overlapping GPU driver confusion, in which case backing up your data for a full 'nuke and pave' (delete partition/reinstall) and fresh install of all drivers/apps should certainly help..
 
Once you're sure that the problem isn't the heat sink mounting, you may want to check task manager to see what is running in the background that is causing the CPU to be at 100% usage.
So when I looked at task manager the processes taking up the most were TrustedInstaller, MsMpEng, and SVCHost. But their usage didn't look extraordinary.

I have the problem I got a new RTX 2060 oc windforce and I have i5-6600k quad core that goes now to 100% uage also the temps getting right when I click on a game to at least 35+ degrees and and the game feels weird I also got a new cpu fan arctic 34 but whenever I start apex legends or rainbow six siege the cpu getting into 100% and 40 degrees what can I do about it?
