Question CPU usage at 100% and graphics card usage at 70%

I'm using an intel core i5 8400 with an msi rtx 2060 (custom build)
I'm playing rainbow six siege vsync off and my cpu usage is at 100% and card at 70% can someone help me with this

Check the background apps that are running maybe you have one off that apps Who uses your PC for mining, if not check the temperature of the CPU and GPU when you are playing , if nothing of this two options help ed you I don't know what can

CPU usage of 100% is 100% common in modern blockbuster games among the Intel 6c/6t processors and below (9600K and below).......

You are not ever going to see max GPU usage unless running at max res/settings/quality, and having a much stronger CPU fully saturating the GPU....

It's a known "bug" in siege. Almost every Intel CPU can run into it. Just google 100% "CPU bug Rainbow Six". Ubisoft dont want to acknowledge it as an issue, but its in the game since 2017 april. I dont know about any Ryzen CPU affected, so i think its only an issue with intel.
