CPU usage at 100% system idle process

Hey guys, so I've read dozens of posts and I do understand that the system idle process means the amount of cpu usage that is NOT being consumed. But why does that then show that my cpu usage is 100%? This is mostly because my cpu showing 100% gives me a kind of OCD thing.

Intel i7-7700k
GTX 1070
z270 sli mobo

That's pretty wierd, especially with a i7 of that age, i'd say windows isn't supposed to top above 3% on it's own with that thing.
can you check the running services and programs to see what is sucking up the performance? if there even is anything at all, it could be a wierd bug of some sort, saw that before.
