It goes up to 100 once i open league of legends or google chrome is there anything i can do? " i've changed the thermal paste because the fan was loud and still loud "

It's running for 9 Years now, and i'm upgrading the gpu which will help it a lot to hold up with modern games

100% usage is quite common with many CPUs in gaming, and, 10 year old 4c/4t Intel i5's are most certainly not exempt...

If it is excessively busy in even browser operations/surfing, perhaps a botched WIndows update or malware is to blame. (Examine your task manager closely, or, better yet, run process explorer and look for processes with no valid signature or VirusTotal hits)

Run Roguekiller64 and Zelmana scans just as a stab against possible malware)
