CPU usage at 99% when using any browser - Help!

Coworker of mine is having trouble with his computer and has asked for my help, but I'm pretty stumped as well. Every time he opens Firefox, Chrome, or pretty much any web browser, his CPU usage goes through the roof up to max load - slowing his computer down tremendously.

I've tried turning off power saving mode, disabling windows defender, removing any malware and unnecessary programs and haven't had any luck.

However does cpu stay 100% all the time even when u done loading page?

cpu temp? using any ad blocker? using any browser extension?
Look like it using a lot of memory. what is that todd thing?

That is the bare minimum CPU spec to run Windows 10, so your system will struggle loading larger apps like Firefox. The CPU should calm down after the app is loaded. If it doesn't, check the things rgd1101 mentioned.

With those low specs you need to disable FLASH. And maybe JAVA.
I would also install Ghostery, A firefox extension to block tracking cookies. Set it to automatically block , then they can whitelist sites that need tracking cookies to work.
The last computer I worked on had the same problem. Her MSN home page had 83 tracking cookies by itself.
Also set the size for internet cache to 50MB. That way it does not have to search through gigs of internet cache files to see if it has the page already in cache.

Yes, as everyone else is alluding to, that's a very low spec machine (most newer cell phones would have more processing power), so that's the core of the problem.
