So, recently I noticed that whenever I render a video on any editing software, my CPU usage would spike up to 100%. . Not only the CPU, but the GPU as well. And I use Sony Vegas Pro 13

Specs:

Processor: i5 - 8500
RAM installed: 4GB DDR4
GPU: Intel (R) UHD Graphics 630

Solution
Yes using all available resources when doing something that takes a long time is very normal.
Vegas uses a hybrid codec for rendering that uses both CPU and GPU you can switch to a CPU only or GPU only codec if your renders are finishing too fast for your taste.
