Question CPU usage dips as FPS falls

Hello. I am having a problem is certain games (mostly Overwatch although also CS GO) where my FPS falls to a little followed by the game freezing. I then either have to wait a while or tab out and then in for the game to go back to normal. While this occurs, I also notice that my CPU is suddenly dipping in usage and then going back to normal. This is not due to thermal throttling as when I play the CPU temperature never goes high than 70 and is usually sitting around 60.

if you want someone to help, maybe not quite so 'full'. don't make people parse it out of a bunch of fluff.

just list cpu, motherboard, gpu, memory, psu. case and cooling arrangement would also be helpful, especially here since your problem could be thermal related.
