Question Cpu usage high and low

Hi there, Looking foward to getting help.
When I was just a few minutes ago installing GTA V. While installation I noticed my cpu fan speeding up and down... Straightly I went to the task manager and saw this... What is this? In my view it should be around 100% or stay only around 15%. But it's getting high and low... Please help... Thank you!

HDD 100%

look like the cpu waiting for the hdd to finish.
