CPU Usage high for the first 0.5 seconds or so when opening task manager?

Hi.
I just wondered if it is normal for a split second when you open your task manager for your cpu usage to be at like 40 percent and your disc usage at like 99 percent then literally goes straight down to like cpu usage 1-2 percent and disc usage to like 10 percent when idle? Is it some kind of glitch? Thanks

Newer processors down clock themselves when they're not 'doing' anything to save power. My guess is that your processor is running at a very low speed, then when you suddenly open task manager it utilizes a large percentage of the down clocked processor. If that makes sense...I have an i5-6600k and it does the same thing.
