cpu usage high

My cpu usage goes up to 98 percent while i play black ops 3 and i get low fps. In gta 5 i get decent fps but im still not rlly happy, My pc has:
ryzen 3 1200, gtx 1060 6gb, 8gb ram

The GTX1060 is not maxed out at 1080P by a R3-1200 in most newer games....(most do attempt OCing the R3-1200 to 3.9 GHz as well, 95% are successful)

The new 'recommended' is the R5-1600, OC'd to 3.9+ GHz...

Even so, unless starting from a complete clean/'new' install, and one of several numerous issues could plague performance in one or more games, from AMD chipset drivers, MB BIOS versions, memory speeds/ timings, etc...
