Cpu usage is always 100%

Hi, lately my cpu usage has been at a constant 100%.
Looking at the task manager doesnt really give much information, since the cpu usage changes from process to process every second.

I tried scanning my PC for virus using Norton multible times, but no difference.

Anyone got any ideas?

EDIT: HWinfo shows a max usage of 50%, so i think it might be the Task Manager

Post pictures of task manager so that we can see what processes use the CPU. Does it run at its maximum frequency?

As i said, the Task manager is changing all the time. Some times the process "Task Manager" even uses 90% of my cpu.

I have a i5 6600k btw.

You don't show the performance tab; that may be useful. Is everything back to normal if you close Chrome, Explorer, Search, etc? What is Explorer doing that uses so much CPU time? What application are you running to use GPU 0?

Most likely a leak or a virus. I had a virus once that boosted it to 100% without showing in task manager, do a scan with malwarebytes. Norton doesnt pick up some stuff.

As i stated earlier, it doesnt matter which process is at the top because if i End that process some other program will take it's place and use all the CPU.
Malwarebytes didnt find anything

Keep in mind that i only had 3 fans open at that time, it makes no sense.

As you see HWiINFO tells me that i only have 20-40% CPU usage.

Is your system set to high performance? Why is virtualization disabled on a system that can support Hyper-V?

You have 12 instances of chrome running... Thats why it takes over 50% of CPU... And once you close those if the cpu usage doesnt go away that means chrome is leaking, which is normal because browsers like to leak and continue using even after ending. Use firefox, chrome takes up a lot of resources.

Hmm.. guess i had another window open on my other monitor..
Anyway if you look at the other taskmanager picture i linked, you can see i have 10 fans open on chrome, but only 2,5% usage... IT'S ALWAYS CHANGING WHAT PROCESS IS USING THE MOST CPU.

That's normal; if you close all applications, then the CPU utilization should be 5% or lower. What is your complete system build? Are you using integrated graphics and hard disks?

If i close all applications, it'll just be something like "System" with 80% usage..
No matter what i close or open CPU usage is always 100%
Just to get it straight: The cpu usage has been at 100%, never dropping lower than that for 2 weeks.
It seems to be the task manager fking with me.

Radeon R9 380 GPU
16gb RAM
260gb SSD
1TB HDD
Windows is installed on the SSD
Dont remember all the names'n'stuff

If you disconnect the HDD, does the issue continue?
