Question CPU Usage is insanely high, and GPU seems to be under-performing ?

So first off I have and i5 12400f paired with an Aorus RTX 3080 Master and I have been seeing that my cpu idles at around 50% and when I play a game like Valorant, it goes straight to 100%. Now I know this isn't normal as I have two friends with the same cpu (different GPU) and they all get around 30% cpu usage with Valorant open which is already below my idle. Furthermore, I found that my 3080 didn't perform much better than my old 3060 did so I went on youtube and found some videos with the same specs as mine and they seem to getting 50% more fps on the same games I play. I suspected it was a virus but my windows defender said my pc was clean when I did a full scan. Thanks in advance
 
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Did you run DDU to remove all your GPU drivers before you removed the RTX3060 from your build? If you performed an upgrade on your system apart from the GPU, please pass on two sets of specs, one for before and one for after.
 
I recently changed case, ram and motherboard. Current specs:
CPU: i5 12400
Cooler: Cooler Master ML360L
GPU: RTX 3080
RAM: Corsair Vengeance Pro 3600mhz 4x8GB
Nvme: 1TB micron
PSU: cooler master 750 watt MWE
Main Monitor: 2160x1440p 165hz Acer Nitro 27'
Second Monitor: ASUS TUF Gaming VG247Q1A
Chassis: NZXT H9 Flow

PSU is around 2 Year old and and I updated my bios a month ago. My old specs was just the GPU from 3060 to 3080 and the motherboard from a b660m-p to b660m e d4.
 
Have you checked your CPU temperatures? If the cooler were not installed correctly or if the pump were not running, the CPU could could be cutting back to a low clock rate to keep its temperatures in check. That cooler would normally be overkill for a 12400, but only if its in proper working order.

When I first built my pc the aio was not installed properly so it was running at 100c for a maximum of 10 minutes. Maybe that damaged the cpu affecting its performance. The cpu temperatures idle at around 50c.
did you reinstall windows after the swap?

update Intel inf chipset driver
update BIOS by using q-flash with an USB flash drive and the unzipped BIOS file on it

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

check the hard drive for errors with its manufacturer´s tool and if available, update the firmware

use ddu uninstaller and reinstall the latest graphics driver


last option:
reinstall windows
or
reset windows and leave your data (reinstalling apps and games will be necessary nonetheless)

I have around 60c when Valorant is open and while benchmarking it was like 70c. I also have the intel driver and support assistant downloaded and it said everything was up to date. ill try out all of your steps and see if ther is any improvement
 
Go to the MB webpage, and to Nvidia and download the latest drivers for all your hardware and put it on a flash drive. I would then reinstall windows, use your newly made thumbdrive to install all your drivers.

Dont use a third party driver installer, they normally cause more issues then solve.
