CPU usage is low in games and GPU usage is high, FPS fluctuates

While playing overwatch, my CPU usage dropped to 18% and just stayed there while my GPU usage rocket to 66%. Ever since then my FPS fluctuates and stutters and I really need help with fixing it. I have updated my drivers and kept my GPU in what I think is good condition.

Specs :
GPU:MSI 1080 armor 8gb OC
Ram: 16GB
CPU: i7-7700k 4.2 ghz 4.4ghz boost
Motherboard: Z270a-pro
PSU: EVGA supernova 750w g3
Samsung 250 evo SSD
Seagate barracoda 2TB

My power supply makes a coil whine or grinding sound when I play and I don't know if that's the cause. I have never replaced thermal compound on my GPU or CPU either but I don't know if that would affect it since my CPU is water-cooled.

make sure your mb has the newest bios files on it. nvidia been dropping bad drivers for the older 1x cards. use ddu in safe mode try the older 3xx drivers. if they work fine dont use the 4x drivers till they get the bugs out.

It fixed the fluctuation a bit but it is still significantly present.
Sometimes my CPU load just jumps to sixty.

my gpu is now lower load like 3% when im on a load screen in overwatch? and rockets to 80 after the match while my cpu is still low
