CPU usage jumps high for minor applications

The issue I'm having is my CPU jumps ridiculously high for programs that really shouldn't be needing so much processing power. For example google chrome (30/40% whilst scrolling), 10% when in windows control panel, and 100% in Heroes of the Storm, causing the game to be unplayable. (my examples are now limited as I've disconnected my other 3 HDDs)
Other than this, my PC idles around 0-2% and all 4 cores are operating.

This happened after I installed a new SSD and reinstalled Windows 7. The issue persists. When returning to my old SSD and old Windows 7 installation I've encountered the same issue. I've done the virus scans, checked the CPU processing powers, swapped out cables/disks, tried updating drivers, read countless threads, and summoned the ghost of a lost ancestor into the machine to no avail.

What I am considering now is that it's simply a hardware fault, but this is the only hardware I have to test with, so I was wondering on how I narrow down exactly what has failed. I'm also welcome to trying any other suggestions that people may have.

RAM: 8GB (Can't find make, sorry!)

The task manager shows 99% on CPU idle process.
Try to run SFC /scannow, see if it fixes your problem.

and also post your resource monitor screenshot, it will more helpful for us since there are more info to know,

Did you try to reinstalling your windows from scratch with different ISO or CD? looks like your windows installation is corrupted.
