CPU Usage jumps up to 100% in games then back to normal for a few seconds.

I have had this problem for 3 weeks now. I thought that it was my cpu temp going to high(it went up to 100 celcius). So i bought a watercooling system and now the temp is 60 celcius in game.

So i know it isnt my cpu temp.

My specs:

CPU: Intel Core I7 4790K 4.00 GHz 8MB Cache SKT 1150
GPU: MSI Geforce GTX 980 Graphics Card - 4GB
PSU: 750W
Board: Gigabyte H97 Gaming3 ATX Gaming Motherboard
HardDrive: WD Blue 1TB Internal Hard Drive
 
Solution
You may have a virus or program taking all your performance. Hit control alt delete and check your process while its occuring. If there isn't any then I suggest using Avast boot scan to check for virus. It takes a good while so maybe run it over night.
If you mean that when you launch a game, it goes to 100% for a second and then goes back to normal, then I wouldn't worry about it. The same thing happens with task manager, when you open task manager you can see the CPU usage spikes up substantially and drops back down.
 
Ok so I tried that program(http://www.iobit.com/en/advancedsystemcarefree.php) and i cleaned pc and everything, But i think i gave you guys not enough info.
So what happens is. I play a game, anygame, and suddenly my cpu usage goes to 100% nad my fps goes to 0.0fps.
