I ran a benchmark test trying different graphics settings in ghost recon wildlands and I found out the cpu usage is 30% and frame rates are around 25-35 fps with a couple of plus minus frames. I don't know much about the overclocking or bottlenecking but shouldn't it be higher than 30% by default since wildlands is quite a heavy game for my system. specs are of a laptop with amd ryzen 5 3550 and Im using rx560x 4gb to run my game and ram is 8gb on paper but its 6gb usable (I don't know about this too) i don't have an ssd. I lost my way what I was supposed to ask and how to end this as a question so to conclude it why is that?

I guess "gpu 0%" is indicating that you are playing ghost recon on your Vega apu. Try to activate the RX560 chip for the game. Maybe there is an option in your driver control panel. Otherwise via bios.

I checked my task manager while running the game it shows 98 % usage of gpu 0 which is rx 560 besides that Im running all my other games on rx560. if they were using vega 8 then I could tell with frame rates. in task manager cpu usage is around 30% too. The point is Im having a hard time believing that how come a game like wildlands is using 30% only. I've checked farcry 5 too with a mix of high to medium settings the game is using around 50% of gpu. never noticed cpu usage before its just I noticed the percentage of usage is low in benchmarks .

Very high? That's pretty good. The desktop card does about 42 on medium quality, at least according to Tom's:

https://www.tomshardware.com/reviews/amd-radeon-rx-560-4gb,5254-10.html

Also can't tell since you didn't tell us what model laptop you have, but the laptop could be using at least some laptop memory for video card RAM, so it's set at 6 GB by default. There may be a place in the BIOS or the AMD control panel to adjust this.

link to the product I bought in my country. these fps aren't affected by any tweaks I ran the game just out of the box. but I think It wouldn't cross 42fps in medium settings too. and the issue about ram. I dont think its bothering me in this game. but yaah I do think I get dips from 35-40 fps to 15-20 in assassins creed origins because of this. add that to my query. it has become a discussion already 😅
