CPU usage limiter safe?

As the title safe, is this program safe to use? I mean it doesn`t harm in any way my cpu?

Basically what it does it lets you choose how much cpu usage can a program use, for example I chose gta to use only 90% of my cpu.

My question is : Is it safe, am I harming in any way my CPU using this program?
