CPU Usage reaching 100% On NEW PC

I've just bought a new PC and I've only had it for about 4 days, I recently re-installed windows and have had to do it twice due to me being a complete novice and screwing things up with drivers etc.

The specs are quite high and I assumed it should run fairly smooth considering I bought it for gaming and it cost me quite a lot of money but recently I've noticed that even doing things such as watching a YouTube video will make the CPU Usage bar in Task Manager go to like 100% and fluctuate between that and 80% and the difference is noticeable because the fps on the video will drop and the video will stutter and makes it awkward too watch.

I checked through task manager although I'm not quite sure what I'm looking for, is there anything out of the ordinary about this?

what are you cpu usages like when idle on the desktop,

also when you are looking at what is using all of the Cpu power, show processes from all users and sort from the cpu down.

Could you also please take a screenshot of your msconfig startup ( windows key + r the type msconfig go to startup )

And what, if any ant malware do you use?
 
When you look at the Task Manager, click the CPU tab on top so the busiest tasks are shown first, THEN you will know who's busying your machine.

Is your HDD LED going on constantly? That's a sign Windows is doing HD indexing and we always recommend folks to turn this off, they call it Prefetch or something, you can always turn it back on later if you choose to.
