cpu usage spikes at 99% when transferring files from external hard disk or usb memory stick

i have the latest updates from windows 10 and all my drivers are updated . in safe mode i dont face this problem

when in normal mode not in safe mode let it load up then go to task manager to see if any process are running at 99%

expoler.exe if i close it will transfer to another process i closed all the progrmas i cant find the reason

so explorer is running at 99% then

Well how many files are you trying to transfer? I had a similar problem but I was also trying to transfer over 37K files at once. The more information you're pulling the more strain there will be on your CPU
