CPU usage spikes causing sudden FPS stutter.

I recently installed my new GPU and noticed something pretty weird. The first days I played games everything was "normal" (with the exception of an apparent bottlenecking, but that's another story), no CPU usage spikes whatsoever. The next day, I noticed some mouse stutter in CS:GO, and very rarely in other games. I decided to run MSI Afterburner while playing BF4 because I was having low GPU usage (again, that's another story) and suddenly the FPS dropped to like 7 frames (It was actually almost a frozen screen), the CPU usage was 100% at about 65ºC and the GPU usage at 20%. From then on my mouse started stuttering way more on CS:GO, mainly when I move my mouse too quick, making the game basically unplayable. Also, when I start the PC my mouse gets insanely laggy for like 5 seconds (sometimes it happens when I'm surfing the web). BTW I run all those games at 1080p @144Hz if that matters.
I really don't know what to do.

My PC specs:

GA-H170-Gaming 3 DDR3
i5 6600 @3.3GHz (I'm using the stock Intel CPU cooler)
2x HyperX Fury DDR3 4GB 1600MHz (yeah, I know DDR3 1.5V RAM isn't recommended)
MSI Gaming GTX 1080
Samsung 850 EVO 250GB SSD
Seagate Barracuda 1TB HDD
Seasonic S12II 620W

Asus MG248Q 1080p 144Hz

Is the bottlenecking causing these spikes? Are the CPU temperatures too high? Do I need a better CPU cooler? Maybe more RAM?

This is my first build, you all can see I f****d up a little bit. Don't bash me too hard :)
 
The temperature doesn't seem to indicate throttling issues... but I had a similar problem before and it was because of overheating. I recommend re-checking the temperature and maybe try to put a fan pointed somewhere in the case (left open, while you run your tests) to check if there's some IC that is getting too hot.

I would also check what programs are causing the spike, though it's unlikely that just one program is causing all these issues.

I would also recommend to check for any BIOS, firmware or driver updates, as incompatibilities between components may cause this issue.

If nothing else works, take out all components from the motherboard and then insert just the CPU, one bank of RAM and the SSD and see if the situation improves. If it does, you add the components one by one until you find the one responsible for the incompatibility. If the issue presents itself from the beginning, try to swap the RAM bank first (both the slot and the card). If the issue doesn't present itself, maybe one of the boards had a faulty connection when it was first inserted.

If you have a spare PC, I would also try that video card on the spare PC.
 
I myself use a i5-6500 processor with heatsink that comes with it, and I've only seen my temps get above 60 when I've been running Folding @Home for a while. When I'm running games I'm usually running in the 40s. It might be a good idea to take off the heatsink and redo your thermal paste. Someone said about a Pea size of paste is good.
 


Yesterday I noticed Discord caused the spikes two times. I'll try to run a single program to see if Discord is the problem (most likely it isn't).
I'll see if there are any drivers or BIOS updates when I get home, but I'm almost sure everything is updated.
I don't have a lot of experience with PC building, so I won't risk re-building it for the moment.
 


Yeah, the CPU temperatures are kinda high. However, I built this PC like 4 months ago. I don't think the thermal paste is already dry.
