[SOLVED] cpu usage spikes

Sometimes after restarting my PC I get this constant periodic cpu usage spike. It sometimes goes away after a few days if I leave my computer off, but will come back randomly after a restart weeks later. It causes my computer to freeze momentarily seemingly on every cpu spike. I can't figure out what is causing it or what process is doing it. Is there an easy way to isolate this? Nothing is obvious in the process screen either. Please help, I can't do anything on my computer because of this freezing every one or two seconds. It interrupts videos, games, music, the mouse. Literally everything. Thanks in advance.

64 - bit Windows 7
Intel i5 - 7500 CPU
16 GB Ram
Nvidia GTX 760
azza keyboard
redragon lite mouse

not sure what else.

I've now done as much as I thought safe to do. I disabled all the network components listed under Network, all of the sound devices one by one. Then I did USB ports and controllers. Disabled the graphics card, keyboard, and mouse all separately. I didnt see any noticeable difference. I'm really at a loss here. This has been happening off and on for like a year now. I have no idea.
A fresh install of windows will almost certainly fix this so you could try that as a last resort
Yeah that is bad. Start by disabling your audio device in device manager, then run the test again. If that's not it try wireless adapter and so on. See what helps reduce the latency
I tried disabling audio and network adapters and actually a ton of other stuff too. Nothing seemed to noticeably help. I was too afraid to disable system devices and such because I don't know what they do. I'm afraid that it might be some system critical driver but I'm not sure how to determine that without screwing things up worse.

Try with the order they suggest,have you tried to disconnect your internet and disable any network card?
