CPU usage spiking to 100 when playing Elder scrolls online and watching a stream

I have a i5 6600k and recently i have noticed i am getting lagg in game when watching streams which i use to be able to do fine. Im not sure what is causing this as i use to be able to play games fine while watching streams i have tried changing my main monitor to 60hz temps on cpu seem to be around 50 degrees on load i have hardware acceleration enabled and im using mozilla firefox as i thought it would use less cpu useage. https://gyazo.com/4e9e87b9a3fdbf6b908510a51c0d7942
 
Start by going to your motherboard support website and download/install any and all motherboard chipset drivers. Audio, USB family, Lan etc. Recent windows updates can have conflicts with older drivers, new releases are patched.

Also do a thorough malware/Trojan search as those can and do kill a lot of bandwidth, which will drastically slow net speeds down anytime a browser is opened or you are net connected

I updated all the drivers and also my bios which had not been updated since 2016 so ille see if it changes at all but i was still getting high cpu usage on startup after all the updates.
