Question CPU Usage suddenly very high

Recently I went on a trip away from home for a week, and when i came back, it seemed as if everything was using a higher percentage of my CPU than normal. I'm using an AMD-FX 8150 (not the best even without this problem but planning on upgrading to third gen soon) . Whenever I open any type of program my cpu usage shoots up to almost 100% in most cases. One thing that might be of importance is that task manager is showing i have 4 cores and 8 threads, when technically I have 8 cores 8 threads (ignoring the fact that amd has come under fire about how the 8000 series is actually falsely advertised as 8 core) while CPU-Z does display that I have 8 cores 8 threads. So far I've tried setting the logical processor count to 8 in msconfig, and messing around in the BIOS ( dont actually remember what i did but i tried something lol). I considered reinstalling windows but thats my last resort.

in the proceess explorer waht is using the max of your cpu you could also use glary utilities to see what is going on .
