CPU usage when playing rs nxt is 30 to 40 %

So basically every were I go my game stays around 30 to 40% I did a lot of looking around nothing seems to fix it I have a i5 7600k gtx 1070 strix oc 8Gb 16GB ripjaw v ddr4 232Gb SSD and a WD 1tb black HHD so guess what I'm asking is it the game or my system. when I play wow it stay Down to 10% to 13%this is in none crowded areas on both games

There's no problem here... CPU usage tends to usually be far lower than GPU usage, especially if you have a modern CPU and are playing older games. Try to play a CPU-intensive game, such as Ashes of The Singularity, GTA V or Battlefield One. Usually games don't use more than 4 cores, which means ideal CPU usage of an i5 would be 50%, nothing more. So you're okay. Plus, in most games the GPU is the limiting factor, so the CPU doesn't get stressed fully because the GPU won't be able to keep up if the CPU is fully stressed.

In a nutshell, there's no issue here. You can continue playing games without worrying. However, if you play a CPU intensive game and still get such usage levels, then there might be a problem. A good test would be to...

Solution
This is either due to a) Some hardware or software is bottlenecking/limiting the performance output, therefore the CPU only has to work to that limit. Or B) The application in use is not fully utilising all threads in the CPU. Overall this isn't an issue on behalf of the CPU.
 
As long as the FPS is okay, no worries.

Frankly, only 10 to 13% in WOW is pretty surprising to me but it's possible I guess. I'm guessing your GPU usage is probably low also, and you are capped to 60FPS?

Between reading that, and other sites it sounds like NXT may still tend to be CPU bottlenecked. To tell if that's so, just look at GPU usage. If it's low (and the GPU frequency is roughly near max turbo not somehow forced to 2d clocks. say 1700MHz+ likely) and the GPU is 95% or so that means a GPU bottleneck.

GPU usage can also be low if you set an artificial FPS cap (like VSYNC) but that's not the case if hitting 30FPS to 40FPS range.

So... I'm guessing a CPU bottleneck. If you drop the visuals and don't gain much FPS that's another way to check where the bottleneck is.

*Note they discussed above switching to VULKAN. That's a big task, but it can make a huge difference.

**If you are GPU bottlenecked, you MAY want to consider tweaking the graphics and aim for maybe 60FPS (60Hz monitor) 90% of the time. I use Adaptive VSYNC for some games as it forces VSYNC OFF if you can't maintain 60FPS (again, for 60Hz monitor). You don't want to have VSYNC ON if you can't maintain the same refresh rate/FPS.

You do that like this:
NCP-> manage 3d settings-> add game-> adaptive vsync-> save

You should now get screen tearing if you drop below the target (VSYNC OFF). I find a good balance is to let it drop less than 10% of the time.
 
Thang is in a lot of place in rs nxt with vsynce off my system is able to push 200+ fps but I have found a fix it's opening one of my webbrowsers CPU drops to normal usage

That makes no sense to me.

I'm not sure how you are monitoring but something doesn't seem right. You are monitoring CPU usage WHILE THE GAME IS RUNNING (and viewable) then it drops when you also open a web browser?

My best guess is that it's more like:
1) CPU usage dropped because you alt-tabbed out of the game, game is not viewable and not being processed (or running at lower FPS), or

2) opening up the browser somehow caused the game to run VSYNC thus probably dropped to 60FPS (if 60Hz monitor).

Again, 30 to 40% usage in a game is NOT HIGH. I'd expect at LEAST that especially for modern games with no FPS cap (i.e. VSYNC).
