CPU usage while gaming is too high

Hi,
I have a core i7 4790 CPU @ 3.60Ghz and i have a Nvidia GeForce GTX 1080ti

I only recently upgraded my GPU
While gaming both my CPU and GPU used to run at like 90-100% and I wasn't getting good frames, so i added extra fans in my case and i decreased the graphics setting and the FPS started improving.

I opened Gigabyte OC Guru 2 and i just changed the fan speed of my GPU because my temps were too high.
I also overclocked my GPU's GPU clock and Memory clock both by 150MHz and i do not have any issues. While gaming my GPU gets to like 55 degrees
Now i'm getting like 80-140 frames which is much better.

However, when i look over at task manager, my CPU is running at 100% and my GPU is only running at like 25%. This makes me feel like i've wasted my money buying a high end gaming GPU. Can anyone please explain this and please help me fix this because I am sure i can get better performance. Vsync is off as well.

To put it into perspective - I am getting the same performance as my friend with a i5 and GTX 1070ti. We have the same graphic settings on.

CPUs run at 100% usually when in games, that's normal. GPUs only run at 25-100, running at only 25% just means it doesn't need ALL The power of the GPU. Like playing Solitaire with a 1080ti and wondering why the gpu is only at like 5%

Just doesn't need all the power, some games run differently, not all cards and cpus are the same.

Kinda, iit really depends on what games you play. The 1080ti is still quite up there in ranking, and is not needed for modern games. For example if you play older-ish games like GTA V, Watch Dogs 2, Assassins Creed 4 or whatever, you don't need the power of a 1080ti for it. But it may help you in the long run.

Thanks. I’m thinking of getting my cpu water cooled. It gets to about 87 degrees with the stock cooler and I was just thinking it would be better if I get a better cooler. Do you think the performance will improve?

With default settings your CPU will not drop clocks at 87° ,you can check this out though if you play some demanding game in windowed mode you can look at clocks while gaming with core temp or similar.

If it doesn't drop clocks performance will not increase,and even if the cost of water cooling will not be justified.
