CPU use higher than usual at idle... Any idea on how to solve this?

So this is happening to me since yesterday. My CPU usually sits around 20 - 30 C. Yesterday I noticed that just browsing the web the fans of my CPU cooler where working, this is strange because usually these fans are not active so I checked my temps and cores were working around 30-40. After I saw this I went to task manager and the CPU use was only at 4% wich confirmed that no program was opened. Then I checked CPU-Z and without any program open and doing nothing my core clock was at maximum use constantly (4500mhz) and using max voltage all the time (1.3V). Usually the CPU only does this when opening a program or running something very demanding.

Can anyone help me with this problem please? I have no idea what can be using my CPU.

Check which power plan is active. High Performance usually sets the CPU to max clock speed regardless of how much it's being used. Balanced is what most people should be running most of the time.

Control Panel -> Hardware and Sound -> Power Options
